The Program Contracting Activity Central, St. Louis (PCAC) Office is in the process of determining if any other companies are interested and capable of providing specialized online training. The Veterans Health Administration has identified a need for electrical engineers, facility and safety managers and directors, electricians, electrical contractors, plant managers, facility maintenance personnel, electrical inspectors, risk managers, and project managers to receive the necessary training to protect personnel by minimizing hazards of fire, explosion, and electricity. These on-line courses provide one avenue to get the required training. This is sources sought notice and request for information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Please note that the number used for this sources sought is different from the one that will be used in the pre-solicitation notice. Information provided to the Government as a result of this posting is strictly voluntary, given with no expectation of compensation, and clearly provided at no cost to the Government. This RFI aims to identify if any companies are capable and interested in providing Online training subscriptions listed in the SOW. We are contemplating either an Indefinite Delivery Indefinite Quantity (IDIQ) or Blanket Purchase Agreement (BPA). The summary of the requirement is as follows: 1.The contractor shall provide the VHA Employee Education System (EES) asynchronous online training access for each of the following topics: Active Shooter/Hostile Events; Alternative Fuel Safety Training/Emergency Response Building and Life Safety; Electrical Fire Protection Systems Health Care Hot Work Industrial Hazards NFPA Learning Paths Comprehensive Online Certification Training NFPA Core Learning Series for Certifications 2. Estimated Period of Performance: Base July 31, 2023, through July 30, 2024, with four options. The St. Louis PCAC Office needs the following information from any online training company: 1. Company Name 2. CAGE Code 3. Information or brochure of the training offered 4. Type of certifications 5. Point of Contact Name and Title 6. Point of Contact Tel/Cell All socio-economic groups (small and large businesses) are encouraged to respond to this request. Also include the type of small business you are (Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) Woman Owned Small Business (WOSB) Etc The North American Industry Classification System (NAICS) anticipated for this requirement is 611430. The size standard for this NAICS code is $15 Million. Interested online training providers shall have a current Systems for Award Management (SAM) (www.sam.gov) active registration. The registration shall be kept active throughout the contract's life if issued. SAM registrations shall incorporate the representations and certifications of the company identifying the NAICS of 611430. End of Document STATEMENT OF WORK EMPLOYEE EDUCATION SYSTEM (NFPA ONLINE TRAINING ACCESS) Department of Veterans Affairs VHA Institute for Leadership, Education and Development (ILEAD) 1. Title of Project: National Fire Protection Agency (NFPA) Online Training Access 2. Background: The Veterans Health Administration (VHA) has identified a need for electrical engineers, facility and safety managers and directors, electricians, electrical contractors, plant managers, facility maintenance personnel, electrical inspectors, risk managers, and project managers to receive necessary training to protect personnel by minimizing hazards of fire, explosion, and electricity. These online courses provide one avenue to get the required training. 3. Objectives: VA Directives 7515 and 1028 require training for employees exposed to electrical hazards, including shock and arc flash. These employees include electricians and possibly other trades depending on their duties. Examples include, but are not limited to, Heating Ventilation and Air Conditioning Technicians, Utility System Repair Operators and those supervising such trades. By completing NFPA training courses, VHA employees within the target audience will be able to remain in compliance with VA Directives 7515 and 1028. 4. Scope of Work: The contractor shall provide the VHA Employee Education System (EES) asynchronous online training access for each of the following topics: Active Shooter/Hostile Events; Alternative Fuel Safety Training/Emergency Response; Building and Life Safety; Electrical; Fire Protection Systems; Health Care; Hot Work; Industrial Hazards; NFPA Learning Paths Comprehensive Online Certification Training; and NFPA Core Learning Series for Certifications. 5. Applicable Documents: Blanket Purchase Agreement (BPA) Ordering Procedures, attached at the back of this document. 6. Mandatory Tasks and Deliverables: The Contractor shall perform the mandatory tasks and provide the specific deliverables described below within the performance period stated in this Statement of Work (SOW). If, for any reason, any deliverable cannot be delivered on time according to the below schedule, the Contractor shall provide a written explanation to the Program Manager (PM)/Contracting Officer s Representative (COR) three days prior to deliverable due date. This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the PM/COR shall cite the reasons for the delay and the impact on the overall project. The Contractor shall not commit or permit any act that interferes with the performance of work awarded to another Contractor or with the performance of Government employees. In any case where, in the course of fulfilling the contract requirements, the Contractor disturbs any work guaranteed under another separate contract, the Contractor must restore such disturbed work. General Requirement: The training topics and courses listed below will be deliverable per contract to VHA and made accessible "on demand" to VHA learners via a contractor-maintained web-based interface. An expert level online course is expected with knowledge checks at the end of each module. At the conclusion of the course, participants will be provided with a course evaluation and a certificate of completion by the vendor. TASK 6.1. Certified Water-Based Systems Professional (CWBSP) Core Learning Online Training DELIVERABLES: NFPA Online training website access for the NFPA course topics listed above. This access shall be for 1 year from date of award plus an Option to renew access for 4 consecutive years (5-year total). At the conclusion of the course, participants will be provided with a course evaluation and a certificate of completion by the contractor. The contractor shall provide access to the most current material as it becomes available throughout the contract period and the option years. All courses shall be available to VHA learners 24 hours a day, 7 days a week. 7. Evaluated Optional Tasks and Deliverables: None. 8. Quality Control: 8.1 Contractor s Quality Control Program: The Contractor shall develop and maintain an effective internal quality control program to ensure that services performed are in accordance with the SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. 8.2 Performance Monitoring: The PM/COR will perform random inspection of the services covered under the contract. PM/COR will certify receipt of services and/or goods and recommends acceptance of the services/deliverables. This process will be used for approval of payment for the Contractor s invoices and will serve as the mechanism to document that the overall performance of the Contractor has been acceptable for the period of time covered by the invoice. 9. Government-Furnished Equipment (GFE) / Government Furnished Information (GFI): None. 10. Performance Details: 10.1 Period of Performance: The period of performance of this BPA is five years (date through date). Each BPA Call Order shall specify the period of performance to govern that call order. 10.2. Place of Performance: Trainees will take courses electronically from their VHA Facilities across the U.S. and U.S. Territories. 10.3 Observance of Government Holidays. There are 11 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date: New Year's Day January 1 Juneteenth National Independence Day June 19 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November 10.4. Type of Contract: This SOW is for a Blanket Purchase Agreement BPA. BPA Orders shall be issued on a firm-fixed-price basis. 10.5. Travel: The Government does not anticipate travel. 10.6 Contractor Reporting Requirements (as required) The Contractor shall issue a report to the PM/COR with a list of subscriptions/usage issued to VA employees under each call order. The Contractor shall notify the PM/COR, in writing, if problems arise that could have an adverse effect upon the performance of the contract. 10.6 Contract Pre-Award Meeting: The Contractor shall not commence performance on the tasks in this SOW until the CO has conducted a post-award meeting or has advised the Contractor that the post-award meeting has been waived. 11. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable within 15 business days and provide comments. The Contractor shall have 5 business days to incorporate the Government s comments and make appropriate revisions. 12. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a contract folder, along with all other products of the contract. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor. In the event a course becomes outdated and/or needs replaced to meet VHA training needs, the PM/COR will notify the CO through written correspondence and shall only be authorized and approved by the CO. 13. Confidentiality and Non-Disclosure: It is agreed that: The preliminary and final deliverables, as well as all associated working papers and other material deemed relevant by VA that have been generated by the Contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted upon request to the CO at the conclusion of the contract. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the Contractor. Any request for information relating to this contract presented to the Contractor shall be submitted to the CO for response. Press releases, marketing material, or any other printed or electronic documentation related to this contract shall not be publicized without the written approval of the CO. Non-Disclosure and Conflict of Interest: The Contractor and Contractor s staff may have access to Government-sensitive information and shall be required to sign non-disclosure and conflict of interest statements. 14. Information Security and Privacy Requirements: The Contractor shall not have access to any Government Information Systems. Contractor shall not have access to any sensitive Personnel Information. The contractor will have no access to Privacy Act information other than station and name of participants. Applicable Document: BPA ORDERING PROCEDURES 1. The Government anticipates issuing BPA Calls on an annual basis; however, the Government may issue Calls at any time. Resulting Calls will be Firm-Fixed Price. Each Call will specify details as they relate to deliverables, performance, and other technical items. Individual Calls shall be priced in accordance with the Cost/Pricing Schedule of the base BPA. Individual Calls will become a binding contract by acceptance of the order by the contractor. 2. Streamlined evaluation process is permitted under the Federal Acquisition Streamlining Act of 1994. Therefore, when placing BPA Calls, the CO is not required to prepare formal evaluation plans, score Quotes, post notice on the Beta.SAM (Contracting Opportunities) website or hold discussions or negotiations with the awardee. 3. Services ordered through a BPA Call will generally be required to begin no later than 3 business days after execution of the Call by the CO, unless otherwise specified in the Call. 4. Following award of BPAs, and each year thereafter, the Government anticipates award of BPA Calls to all BPA holders having at least "Satisfactory" performance. The Government reserves the right to not award Calls for any BPA holder having less than "Satisfactory" performance during the preceding or current performance period. A. Options: In accordance with FAR 17.2, BPA Call/Calls may contemplate the use of options. Inclusion of options at the Call level will be properly documented and approved in accordance with the FAR and agency procedures and will be clearly stated in the Call. B. Invoicing: All payments by the Government to the contractor will be made in accordance with 52.232-33, Payment by Electronic Funds Transfer - System for Award Management. C. Ordering Period: This is a five-year BPA with a performance period beginning July 30, 2023, through July 29, 2028. The last day to place an order against this BPA is July 29, 2028. D. Government Activities Authorized to Issue Orders: Contracting Officers at the Procurement Contracting Activity Center (PCAC) are the only individuals authorized to place orders against this BPA.
