INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades construction project at the Chillicothe VA Health Care System (CVAHCS) located in Chillicothe, Ohio PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project No. 538-21-701 EHRM Infrastructure Upgrades at the Chillicothe VAHCS. The scope of this project includes, but is not limited to, the following infrastructure improvements: Renovation and/or construction including hazardous material abatement of multiple Telecommunications Rooms (TR) within building footprints. Data Center reconfiguration to hot isle cold isle setup. Removing and replacing horizontal cabling and associated equipment. Provide new fiber optical backbone. Testing of each building ground system performing work in, all in accordance with the drawings and specifications. The contractor shall completely prepare the site for building operations, including demolition and removal of existing items, hazardous material abatement, and furnish labor, materials and equipment necessary to complete all new construction which includes, but is not limited to, walls, doors, ceiling systems, plumbing, HVAC systems, and electrical plans and specifications to allow for the new Electronic Health Record Modernization (EHRM) system. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in mid to late-August of 2023. The period of performance is approximately 565 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
