Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) Tucson Consolidated Mail Outpatient Pharmacy (CMOP) Building Acquisition Minor Construction project located at 3675 E. Britannia Dr., Tucson, Arizona, 85706. PROJECT DESCRIPTION: This project is the construction and commissioning of the Tucson Consolidated Mail Outpatient Pharmacy building project at the Tucson CMOP. The scope of the project is to provide a new surface parking lot, fencing, cameras, bollards, gates, lighting, mechanical controls, and telecommunications. Construction and commissioning will be in accordance with the A/E provided final drawing set and associated specifications. The general construction includes alterations, road, walks, grading, drainage and necessary removal of existing site, construction, physical security and building automation. The contractor shall be responsible for all aspects of the project and each phase shall be subject to VA approval at designated project milestones. The project includes (but not limited to) all labor, materials, supplies, equipment, services, training, lighting, communications, security building management systems floor plan, operation, and maintenance manuals, as build drawings, permits, construction, installation, and commissioning. Normal work hours are planned to be between 7:00AM to 4:00PM local time, Monday through Friday except for federal holidays. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45 million. The solicitation will be issued around late April 2023. The period of performance is approximately 245 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
