INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Integrated Health Center construction project at the Tennessee Valley Healthcare System (TVHS) - Alvin C. York Campus located at 3400 Lebanon Pike, Murfreesboro, TN 37129. PROJECT DESCRIPTION: The TVHS is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision to construct an Integrated Health Center. The project involves demolition and removal of existing structures, general construction, mechanical, electrical, plumbing, and selected site utilities. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in late May of 2023. The period of performance is approximately 480 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
