INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Construction, Convert Residential Lots to Paved Parking Minor Construction located in Reno, NV. PROJECT DESCRIPTION: The scope of this project is for the General Contractor to demolish existing residential lot(s) and structures, including complete asbestos abatement and proper remediation of any lead paint within the structures as necessary, to construct asphalt surface parking lots, sidewalks, ramps, striping, signage, lighting, fencing, landscaping, gates, controls, as required for 654-823 CONVERT PROCURED RESIDENTIAL LOTS TO SURFACE LEVEL ASPHALT PAVED PARKING. Work includes general construction, alterations, roads, walks, grading, drainage, storm water protection and necessary removal of existing structures and construction and certain other items. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation is estimated to be issued in May 2023. The period of performance is approximately 238 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
