INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build CLC Phase 2 project at the Big Springs VA Medical Center (VAMC) located at 300 Veterans Blvd., Big Spring, TX 79720. PROJECT DESCRIPTION: The Providence VAMC is seeking a general contractor to furnish all labor, tools, material, equipment, and supervision for the CLC Phase 2 project at the Big Springs VAMC. This project shall include, but not be limited to the construction of two 10-bed cottages at 10,000 square feet each for the Community Living Center (CLC). These new cottages will replace CLC beds currently located on the 5th floor of the main building. This will be the second phase of construction for the new CLC, the first phase provided for two 10-bed cottages and a Community Center. This project will include an estimated 10-15 parking spaces located near the cottages. The project will include site infrastructure improvements to electrical, sewer, and HVAC. This project will be designed to LEED Silver standards and includes decorative fencing, controlled access entries, and Wander-guard systems. Work includes all labor, material, equipment, and supervision to perform general new construction, renovation, selective demolition, interior fit-up, structural, mechanical, plumbing, electrical work, asbestos and lead abatement and any other necessary work as described in the Construction Documents. All work, including final cleanup and completion of any punch list items, shall be performed within seven-hundred and thirty (730) calendar days after date of receipt of Notice to Proceed. ADMINISTRATIVE: The solicitation will be issued as a “Invitation for Bid” (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be issued in mid-February of 2023. The period of performance is approximately 730 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000.
