The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial, off the shelf, web based client Clinical Portal of Medical Information that will be made available throughout the VHA healthcare system. The Clinical Portal of Medical Information is a specific collection of scholarly materials available digitally that provides access to a multitude of medical titles and journals. The overall goal of this acquisition is to support the Network Library, the VACO Library, and approximately 153 VA Medical Centers (VAMC) by fulfilling a requirement for the titles contained within the Clinical Portal of Medical Information. This subscription was previously procured and is used by the VA medical staff; this procurement will allow continued use of these journals. The solicitation deadline has been amended to 8/5/2022, 12:00 PM, EST. No other changes to the solicitation have occurred as a result of this amendment.

Pre-solicitation Notice Clinical Portal of Medical Information Solicitation Number: 36C77622R0133 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals through full and open competition and subsequently awarding a Firm Fixed-Price Contract for the Library Network Office (LNO). Please Note: this is being issued in connection with Request for Information (RFI) 36C77622Q0220. The performance work statement (PWS) shall consist of providing an online, web base subscription to the Clinical Portal of Medical Information for the Office of Health Informatics (OHI) offices; LNO and VA Central Office (VACO) Library. The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15. The solicitation will be advertised as full and open competition. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. The solicitation will be issued for 10 calendar days. The anticipated period of performance will be a nine (9) month base period plus four (4) twelve (12) month option periods. This notice is not a request for competitive offers.
