Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) August 9, 2022 PRE-SOLICITATION NOTICE Survey of Healthcare Experiences of Patients (SHEP) Program Solicitation Number: 36C776-22-R-0126 100% SMALL BUSINESS SET ASIDE This is a Pre-Solicitation Notice that the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC), intends to solicit proposals through a small business set-aside competition and subsequently award a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the VHA Office of Quality and Patient Safety / Analytics and Performance Integration. Please note: this is being issued in connection with Request for Information (RFI) 36C776-22-Q-0208. The scope of work shall consist of survey data collection that assess patient experiences in several patient populations using the Consumer Assessment of Healthcare Providers and Systems (CAHPS) family of survey instruments, as well as results reporting, trending at various levels of the organization, key driver analyses, tracking and reporting of call center issues including transfers to VA Suicide Hotline, providing advanced analytics and reporting of collected SHEP data, development and production of educational and training materials, and other services as needed. This requirement will be set-aside 100% for Small Businesses using FAR Parts 12, 15 and 16. To be eligible for award consideration, the prime vendor must be registered in SAM.gov as a small business in NAICS 541910 and the prime vendor must be approved to administer the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) survey via the Centers for Medicare & Medicaid Services. Approved vendors are listed here: https://hcahpsonline.org/en/approved-vendor-list/ The solicitation will be issued as a Request for Proposal (RFP). The NAICS code is 541910 and the Small Business Administration Size Standard $16.5 Million. This will be a firm-fixed-price contract with an estimated IDIQ Ordering Period of five (5) years and an effective period of seven (7) years. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email at lamonte.jones@va.gov and katherine.gibney@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Contracting Opportunities on SAM.gov via the internet to provide notification of any amendments to this notice and the subsequent solicitation. It is the contractor s responsibility to view Contracting Opportunities daily for any amendments to this notice and the solicitation. The VA estimates that the solicitation and related amendments will be posted to Contracting Opportunities on SAM.gov on or around September 6, 2022. The solicitation is anticipated to be issued for 40 calendar days and close October 16, 2022. Solicitation initial posting date and the closing date are subject to change as necessary. Any responsible Offerors may submit an offer upon release of the solicitation. All Offerors must be registered in the SAM database prior to award of a contract.
