INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the EHRM Infrastructure Upgrades Construction project at the Minneapolis VA Medical Center (VAMC) located at 1 Veterans Drive, Minneapolis, MN 55417. PROJECT DESCRIPTION: Prepare the VA campus for EHRM Upgrades. Main campus of Minneapolis VA Medical Campus will require a near-complete re-cabling of the main hospital Building 70 and associated buildings. This project will include all materials and labor to replace all telecommunications cable, outlets, and associated equipment for buildings in this project at the Minneapolis VA Medical Campus. Multiple buildings on campus include Buildings 9, 10, 49, 68, 69, 70, 72, 73, 74, 75, 76, 78, 89 and 222 and the site. ADMINISTRATIVE: The solicitation will be issued as a Request for Fee Proposal (RFP) conducted in accordance with FAR Part 15 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued beg-May 2022. The period of performance is approximately 400 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $20,000,000.00 and $50,000,000.00 (Note that the VAAR magnitude of construction is closer to the higher end of this range).
