INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the EHRM Training and Admin Space Support Construction DBB located at 1 Veterans Dr, Minneapolis, MN 55417 PROJECT DESCRIPTION: Project involves A previously completed project enclosed the Building 70 SW Atrium on the 1st floor for an expansion of Outpatient Mental Health services. This created 8,250 SF of occupiable space on the second floor of the SW Atrium that was previously open to the first floor. The entire atrium space on the 2nd floor is 17,250 SF which includes 8,250 SF of currently unoccupied space and 9,000 SF for Surgery Waiting and Eyeglass Clinic. This project would renovate the entire 17,250 SF to create a new Surgery Waiting area and EHRM Training and Admin area. The Surgery Waiting space will still be atrium space providing sunlight and a quiet atmosphere while families wait for their loved ones during surgery. The remaining space would be enclosed and built out for EHRM Training and Admin support space and corresponding breakrooms, restrooms, and circulation. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued on or about December 23, 2021. The period of performance is approximately 248 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. All questions must be submitted in writing to the issuing office via email to Jason.Schultz@va.gov.
