This is a pre-solicitation notice to inform that The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for eProject Builder Support Services via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First benefits program.  We intend on awarding a contract to EMP2, Inc, 1950 Keene Rd, Richland, WA 99352. EMP2, Inc is a verified SDVOSB, reference www.vetbiz.va.gov  This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 & Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract to obtain support for data review and coordination to validate and fill in missing award and measurement and verification (M&V) data in eProject Builder (ePB) for VA s ESPC and UESC project portfolio. ePB (https://eprojectbuilder.lbl.gov/) is a web-based system managed by Lawrence Berkeley National Laboratory on behalf of the U.S. Department of Energy (DOE) that enables agencies and energy services companies (ESCOs) to preserve, track, and report information for their portfolio of performance contracts.  The Government anticipated period of performance for this requirement will begin on 15 Sept 2022 and conclude in approx. 6-8 months.  A solicitation and request for quote will not be posted to FBO as this will be a direct award to one SDVOSB. A Request for Proposal will be issued directly to EMP2 Inc. This pre-solicitation notice does not constitute a Request for Quote or Request for Proposal. This pre-solicitation notice is being provided IAW with FAR 5.204 Pre-solicitation notices.  Â
