Pre-Solicitation Notice Other Than Full and Open Competition   This is a pre-solicitation notice to post that The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) will be soliciting for Project Facilitator (PF) Services under NAICS 541330 to support the VISN 8 Energy Savings Performance Contract (ESPC) via a direct sole source SDVOSB contracting authority under FAR 13.106-1, Public Law (PL) 109-461, and 38 U.S.C 8127 Veterans First benefits program.    This procurement is being conducted in accordance with the procedures in Federal Acquisition Regulations (FAR) Part 12 & Part 13 Simplified Acquisition Procedures (SAP). The Government contemplates award of one (1) Firm Fixed Price (FFP) contract with one (1) base year and four (4) option years for a total of five (5) years. The project scope of work will have the PF be responsible for providing PF services to support the Construction Period, Post Installation Acceptance, Performance Assurance Reviews, Measurement and Verification (M&V) or Performance Assurance as well as overall project tracking and reporting on meeting minutes for a base and four years for a total of five years to coincide with the ESPC M&V schedule. Project facilitator shall be certified and approved as a Project Facilitator by the Department of Energy (DOE).  The Government anticipated period of performance for this requirement will begin on 09/27/2022 and conclude on 09/26/2027. An earlier start date is possible should the Contractor and the Government come to a mutual agreement prior to 09/15/2022.    A solicitation and request for quote will not be posted to Contract Opportunities/FBO as this will be a direct award to one SDVOSB. A Request for Proposal will be issued directly to EMP2, Inc. The Government intends to evaluate the proposal using the best value approach, where price and technical will be considered factors.  This pre-solicitation notice does not constitute a Request for Quote or Request for Proposal. This pre-solicitation notice is being provided IAW with FAR 5.204 Pre-solicitation notices.     End of DocumentÂ
