Page 2 of 2 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 24, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Spinal Cord Injury/Community Living Center in the VA San Diego Healthcare System San Diego, CA. 100% SDVOSB SET ASIDE **This is a Pre-solicitation Notice that was originally posted under RFI 36C776-22-Q-0225 on March 10, 2022. This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Spinal Cord Injury/Community Living Center in the VA San Diego Healthcare System in San Diego, CA. This requirement supports VHA's mission by providing contractor support services to help bring the clinic into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of thirty-three (33) months. The Spinal Cord Injury (SCI)/Community Living Center (CLC) in the VA San Diego Healthcare System project will facilitate a construction/renovation project for SCI and CLC space in San Diego, CA, with approximately 200,000 sf for SCI relocation and additional long term care beds, future space conversion/reuse as a Specialty Clinic, and new private, inpatient beds for the CLC. This project will improve both safety and quality of life for the San Diego SCI and CLC community. Following this proposed construction, clinical services to veterans will commence in January 2025. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 6 April 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation. Anticipated closing date of the solicitation will be 5 May 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
