Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 7, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the James A. Haley Veterans Hospital Tampa Mental Health Clinic and Domiciliary located in Tampa, FL. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the James A. Haley Veterans Hospital Tampa Mental Health Clinic and Domiciliary located in Tampa, FL. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (22) twenty-two months. VH has received approval for a major lease which will create expanded service opportunities for Veteran s health care for the Tampa Mental Health Clinic and Domiciliary. This project will facilitate a lease/construction of a new Outpatient clinic and residential facility in Tampa, Florida that features approximately 144,136 net usable square feet (NUSF) and 800 additional parking spaces. This project would replace the current three facilities and a total size of approximately 50,000 RSF. The new lease will allow VHA to significantly expand its mental healthcare access in the area, providing much needed medical services to the Veteran population. The Patient Day One is estimated to be January 26, 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 14 March 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 11 April 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
