Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) January 27, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the VA Tulsa CHIP-IN Hospital located in the Eastern Oklahoma VA Healthcare System Tulsa, OK. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Eastern Oklahoma VA Healthcare System VA Tulsa CHIP-IN Hospital located in Tulsa, OK. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (28) twenty-eight months. Public Law 114-294, the Communities Helping Invest through Property, and Improvements Needed for Veterans Act of 2016, also referred to as the CHIP IN Act, authorizes VA to carry out a pilot program under which it may accept up to five donations from specified non-federal entities of: Real property that includes a constructed facility or that is to be used as the site of a facility constructed by the donor, and AÂ facility to be constructed by the donor on real property of the VA. Eastern Oklahoma VA Healthcare System has been approved for one major lease to create expanded service opportunities for Veteran health care under the CHIP IN Act. This project proposes to renovate with new construction 295,000 sf. to include additional square footage for shear wall construction, new entrance lobbies, vertical circulation and waiting areas. Available future growth shell space 22,061 sf. Current VA Building Program is 259,266 BGSF in addition to 112 parking spaces and 450 total garage parking. This project would expand health care services to provide additional services to Veterans in the Tulsa area. The Day One projection date is March 2024. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 11 February 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 04 March 2022. Solicitation initial posting date and the closing date are subject to change as necessary.
