INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Tier 2 Construction project at the Tomah VA Medical Center (VAMC) located at 500 East Veterans Street, Tomah, WI 54660. PROJECT DESCRIPTION: The Tomah VAMC is seeking a general contractor to furnish all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to expand building 32 information technology to the east to incorporate a new data center to meet EHRM requirements and to correct Facility Condition Assessment deficiencies related to accessibility, main computer room, and demarcation room. The new addition to building 32 will be approximately 5,000 Sq. Ft. of space located between Building 32 and the tramway to the east. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in mid-April of 2022. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
