INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Expand Emergency Department project at the Lake Nona Orlando VAMC in Orlando, Florida. PROJECT DESCRIPTION: Work included to complete the project Expand Emergency Department at Lake Nona, at the Orlando VA Healthcare System in Orlando, Florida. Work includes general construction, alterations required for civil, structural, fire suppression, plumbing, mechanical, electrical work and certain other items as described in the specifications and drawings. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in mid April of 2022. The period of performance is approximately 240 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
