INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Replace Mechanical Systems, Building 1 Construction project at the Fresno VA Medical Center (VAMC) located at 2615 E. Clinton Ave., Fresno, CA 93703. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Replace Mechanical Systems Building 1 at VA Medical Center in Fresno CA as required by drawings and specifications. Replacement of Air Handling Units 9 and 10. Work includes all general, architectural, structural, mechanical, BAS controls, electrical, plumbing, and fire protection equipment and supervision to perform the required construction work on this project including installation of temporary ductwork, phased removal of existing air handling units, installation of new air handling units, replacement of louvers and windows, and other work as indicated in the contract documents. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late March of 2022. The period of performance is approximately 450 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
