The purpose of this mod to previous pre-sol is to provide responses to the technical questions received and provide updates to two SOW attachments. SOW Attachment 03 has been revised to include the most recent Design Alert 6. SOW Attachment 12 is new COVID-19 guidance for Federal Contractors. The Final SOW has been revised to reflect these updated documents. Question 1: An Industrial Hygienist should not be needed as the facility was recently constructed and all existing site HAZMAT was fully abated. Can the requirement for an Industrial Hygienist as a key position / discipline be removed? VA Response: The requirement for an Industrial Hygienist has been rescinded. Question 2: A Structural Engineer should not be needed as no new external construction should be expected and the facility is not in a seismic zone. Can the requirement for a Structural Engineer as a key position / discipline be removed? VA Response: The requirement for a Structural Engineer has been rescinded. Question 3: The RFQ states, "All projects provided must be completed ...." Please provide the definition of a completed project. For example, is delivery of Construction Documents considered a completed design project, or is some other level of design maturity considered a completed project? VA Response: Factors 2 and 4 both contain the sentence All projects provided in the SF 330 must be completed by a firm, office, branch, or individual team member proposed to perform work under this contract. This sentence is not specifying a required level of completion. Completed in this sense means that the work on example projects being used to show experience must have been performed by a firm, office, branch, or individual team member proposed for this project.
