Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Construct Parking Structure Design-Build at the Wm. S. Middleton Memorial Veterans Hospital located at 2500 Overlook Terrace Madison, WI 53705 PROJECT DESCRIPTION: Contractor shall provide all labor, materials, tools and equipment, and services necessary for design, pre-construction, construction, and closeout of the project. The purpose of this project is to procure a design-build (DB) team to provide documents working drawings and specifications for 607-396 Construct Parking Structure , a Multi-story precast concrete structure approximately 350,000 square feet and 5-levels which includes one partial subterranean level parking. This shall be able to accommodate approximately 900 1000 (700 800 net new spaces) controlled and striped new parking spaces, create new 3 bay truck dock facility with approximately 6000 square foot central warehousing/storage space and administrative support space) and demolition services. The following potential disciplines to be determined by the Design-Build Contractor shall include but not limited to: architectural, landscaping, interior & exterior finishes, structural, geotechnical, civil and landscaping, mechanical, plumbing, fire suppression, electrical, elevators and environmental remediation/decontamination, telecom, controls and security systems. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued around the end of November 2021. The period of performance is approximately 485 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
