Can a Design Build firm submit on this design project? If the prime firm in question has the NAICS code of 541330 and are a verified SDVOSB, they can submit on this project. They must address the evaluation criteria in the SF330 request. Does the Design Build firm need to have the required NAICS code listed as its Primary on sam.gov? No, the firm just needs to have the required NAICS code listed on sam.gov to be acceptable. The SF330 request has identified the need for Geotechnical Engineering. Is there intent to build a new building or expand an existing building? If so, is the new or expanded building intended to be the facility data center? There is no intent to expand existing footprints or add additional buildings with this project, and the reference to the Geotechnical discipline has been removed from the evaluation factor Profession Qualifications. The reference to the Geotechnical discipline has been removed from the following evaluation factor: Primary Selection Criteria: Professional Qualifications: Professional qualifications necessary for satisfactory performance of required service. The firm and A-E on staff representing the project or signing drawings in each discipline must be licensed to practice in any one of the United States of America. Disciplines required for this project include, but are not limited to: Architecture, Mechanical, Electrical, Plumbing, Structural, Civil, Fire Protection, Hazardous Material Abatement, Project Management. The evaluation shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm as full time employees) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located.
