INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using DESIGN-BUILD selection procedures for the remolding and renovation of the Medical Office Building (MOB) Halls and Walls located at the Garland VA Medical Center (VAMC) Outpatient Clinic in Garland, Texas. PROJECT DESCRIPTION: The Program Contracting Activity Central (PCAC) is seeking a potential contractor to provide all labor, materials, supervision, design, and all other resources for the remolding and renovation of our Medical Office Building (MOB) Halls and Walls currently located at the Garland Veterans Affairs (VA) Outpatient Clinic on the first through third floors of the facility. Work will include but not limited to demolition, casework, millwork, new flooring and all associated all associated utilities and appurtenances and associated areas. Work will include complete finish renovations and new design layouts to meet the VA design guidelines. Modification and/or replacement of all utility systems (lighting, electrical, telecommunications, fire alarm, ceiling ,wall and floor finishes). Modification and/or replacement to our mechanical (HVAC) and plumbing systems to accommodate the revised upgrade including a new room temperature control system directed towards our existing Siemens Desigo building automation and control systems. It is important that construction phases allow the user services to maintain operations during construction in the surrounding areas. More information, to include specifications and drawings, will be available when the solicitation is issued. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued on or about December 23, 2020. The period of performance is approximately 260 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00.
