Notice of Intent to Sole Source Solicitation Number: 36C77621Q0241 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with AWEN Solutions Group, LLC. (formerly Concourse Federal Group), 4196 Merchant Plaza, Woodbridge, VA 22192 for the procurement of Construction Management/Project Management Supplemental Engineering Services under the authority of 38 U.S.C. 8127 and 8128, Veterans First Contracting Program, as implemented by FAR 6.302-5, Authorized or required by statute. DESCRIPTION OF REQUIREMENT: The purpose of this contract is a non-personal services contract to award a firm fixed price (FFP) contract to a qualified firm (Contractor) for the purposes of providing Construction Management and Project Management (CM/PM) services to the Department of Veterans Affairs, VISN 21 Facilities Engineering Project Managers and VISN Contracting Staff for the VISN 21 Capital Asset Management Office (CAM), Sierra Pacific Network Headquarters as well as at all VISN 21 facilities under the auspices and control of the VISN 21 Capital Asset Manager (CAM and the CAM Contracting Officer s Representative (COR). The Contractor shall manage, monitor, and oversee various project progress and completion at these facilities when so directed by the VISN 21 Network Contract Organization (NCO21) Contracting Officer(s) or by the VISN CAM COR. The North American Industry Classification System (NAICS) for this requirement is 541330 Engineering Services. Product or Service Code for this requirement is R425 Engineering and Technical Services. The Small Business Administration (SBA) size standard for this sector is $16.5 Million. This procurement is being conducted in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.
