PRESOLICITATION NOTICE 36A77620Q0359 Redding Activation Pkg. 75 Centrifuges The Department of Veterans Affairs, VA Northern California Healthcare System has a requirement for Centrifuges with minor lab equipment as part of the new Redding Community Based Outpatient Clinic (CBOC) Activation. This notice serves as the synopsis of the contract action in accordance with Federal Acquisition Regulation (FAR) 5.102(a)(6), FAR 5.201, FAR 13.105, and FAR 13.106-1(b). The solicitation will be issued as an oral Request for Quotes (RFQ) set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) Original Equipment Manufacturer (OEM) authorized distributors/dealers, conducted in accordance with FAR 13.106-1(c)(1). Please find attached the final Statement of Work (SOW) and pricing schedule for completion. GRAY MARKET REQUIREMENTS: Strict adherence to VA Gray Market Requirements is required for consideration of technical acceptance to any response to this solicitation. As part of its initial review of quotes received, the Government will verify quotes are in compliance with the VA gray market prevention requirements applicable to this solicitation. Please refer to VAAR Clause 852.212-71. An OEM authorized distribution letter from the manufacturer(s) to the quoter, which identifies the quoter by name, must be provided for the manufacturer(s) included in any response to the subject solicitation, and All OEM documentation submitted must be signed by a representative of the manufacturer and dated within two (2) years of the closing date of this solicitation. Failure to provide OEM documentation in the response to this solicitation, adhering to the requirements described, shall be determined as an unacceptable Technical response. Responses submitted that identify the quoter as being an authorized distributor of an entity that can be classified as an intermediary between the manufacturer and the quoter, shall be determined as an unacceptable technical response to the subject solicitation. An intermediary entity in this context is one where a manufacturer has identified the intermediary entity as an authorized distributor, and the intermediary entity identifies the quoter as an authorized distributor.
