Invitation for Bid (IFB) 36C77621B0018 for the Construct Clinical Building to Replace Modular Construction project at the Martinez VA Medical Center located at 150 Muir Road, Martinez, CA 94553 is hereby cancelled in its entirety. This cancellation is the result of contractual design issues, and its administrative purpose is no longer needed as the facility/site requires additional clinical expansion. At this present time, the Government has no intention to issue a new solicitation for this project as the design requirements have changed and a new design will have to be procured prior to any future solicitations.

Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the for the Design-Bid-Build Construct Clinical Building to Replace Modular project at the Martinez VA Medical Center (VAMC) located at 150 Muir Road, Martinez, CA 94553. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations. Contractor will furnish all labor and materials to construct a new 12,500 square foot Clinical Building for prosthetic service. This new Building will also house the primary care telephone care program, benefits and data management staff, pharmacy telephone care program, and acquisition and material management staff. This project includes the demolition and removal of Building R-4 (8,000 square foot, 22-year old temporary modular building), and the construction of a remote parking lot with 35 paved parking spaces. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in late August of 2021. The period of performance is approximately 500 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
