The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Expand SPD (Minor) Construction project at the Oklahoma City VA Medical Center (VAMC) located at 921 NE 13th Street, Oklahoma City, OK 73104. PROJECT DESCRIPTION: The Expand SPD project # 635- 411 is to be constructed in 2 phases. Phase 1 of construction is to build a Surgery Locker up on the 8th floor and extend elevator 11 up to 8th floor as show on the drawings and specified in specifications. After new Surgery Locker up on 8th floor has been completed and VA HCS Oklahoma City took beneficial occupancy of the area, then the construction Phase 2 can start. Phase 2 of construction is to renovate SPS and expand into existing Surgery Locker Room as show on the drawings and specified in specifications.

ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early to mid-March of 2021. The period of performance is approximately 650 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
