Pre-solicitation Notice LIBRARY NETWORK OFFICE IDIQ Solicitation Number: 36C77620R0010 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals thru full and open competition and subsequently awarding Multiple-Award, Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) for the Library Network Office (LNO). Please Note: this is being issued in connection with Request for Information (RFI) 36C77620Q031. The scope of work shall consist of providing subscription service needs for two Office of Health Informatics (OHI) offices; LNO and VA Central Office (VACO) Library. Subscriptions for LNO consist of online books, journals and databases with access being provided to all department employees. The VACO Library online and print subscriptions are made available to central office staff. Title listings provided by LNO and VACO Library will vary. Contractors shall supply materials from a wide range of publishers, to include, but not limited to: Medical publishers General interest periodical publishers Trade publishers University presses Societies and Associations, Scientific Societies and Associations, Non-Scientific Small Presses Non-paper format publishers Government agencies Quasi-Governmental organizations (e.g., United Nations, World Health Organization) Subject areas shall include materials in the following listing of subject/categories (Not intended to be all inclusive): Health Sciences Allied Health Sciences Social and Behavioral Sciences Science and Technology Management Business and Administration Marketing General Interest The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15. The solicitation will be advertised for Full and Open competition. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is 1000 employees. The solicitation will be issued for 19 calendar days. The ordering period for the IDIQ shall be for ten (10) years, and the effective period shall be for fifteen (15) years. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email at sharif.ra-el@va.gov and adeitra.jimmison@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Federal Business Opportunities (FBO), via the internet, to provide notification of any amendments to this notice and the subsequent solicitation. It is the contractor s responsibility to view FBO daily for any amendments to this notice and the solicitation. The VA estimates that the solicitation and related amendments will be posted on FEDBIZOPPS and the VA Vendor Portal on or around 08/21/2020. Instructions to register for the VA Vendor Portal are attached to this posting. Offerors are required to submit offers via the VA Vendor Portal. Any responsible Offerors may submit an offer upon release of the solicitation. All Offerors must be registered in the SAM database prior to award of a contract, this can be found at www.SAM.gov.
