Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:36C776-20-AP-1530 Contracting Activity: Department of Veterans Affairs, Program Contracting Activity Central (PCAC) Requirement Title: Audio Visual Services for training conference on the topic of Ensuring Evidence-based Veteran Centered Integrated Care for Veterans with Co-Occurring Substance. 2237: 777-20-2-6192-0050 IGCE: $172,500.00 Brief Description of Supplies/ Services required and the intended use: The Department of Veterans Affairs (VA), Employee Education System (EES) maintains a live television studio and studio control room, located at the Jefferson Barracks VA Medical Center is St. Louis, Missouri. The existing control room video production switcher is end-of-life and requires a hardware replacement. The production switcher is a hardware device used to select or switch between multiple video sources, such as cameras, title generators, laptop computer outputs, etc., and merges to a single video output for distribution during live events, as well as for use with live to tape recordings intended to be edited and distributed as enduring content. The contractor shall provide all labor, materials, supervision, training, and other resources required to deliver and commission a video production switcher frame and control panel to include features 3-Mix Effects (3-M/E) buses, 32 inputs and 32 outputs, digital picture manipulators, digital ChromaKeyers, image store system, built-in multi-touchscreen menu, and system commissioning and training. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: 38 U.S.C. 8127(c) states, in part, a contracting officer at the Department may award a contract to a small business concern owned and controlled by veterans using procedures other than competitive procedures if - Such concern is determined to be a responsible source with respect to performance of such contract opportunity; The anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 4 of the Office of Federal Procurement Policy Act (41 U.S.C. 403)) but will not exceed $5,000,000; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. The implementing regulations at VAAR 819.7007 (b) & (c) [DEVIATION] state in part: The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer... A determination that only one SDVOSB can meet the requirement is not required The proposed source for this acquisition is J2 Associates LLC of 1135 Kildaire Farm Road, Suite 200 Cary, NC 27511; a registered and verified SDVOSB. J2 Associates is technically qualified by virtue of its experience providing the switcher, mainframe equipment and training services for the Department of Veterans Affairs. J2 Associates has the necessary capabilities to meet all the Government s requirements for this acquisition and possess the knowledge and technical expertise required to complete the services within the established schedule. The Government s technical expert has determined that J2 Associates can meet all the Government s requirements and is considered a responsible SDVOSB. Award will be made provided that a fair and reasonable price that offers best value to the United States can be obtained. Description of market research conducted and results or statement why it was not conducted: A VIP search was conducted on March 13, 2020, to determine that J2 Associates was a verified SDVOSB.
