Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is to request responses from qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) interested and capable of providing a walk-in refrigerator, installation and commissioning of the system. The North American Classification System (NAICS) code for this acquisition is 333415. This Sources Sought Notice is part of market research and will be used to make appropriate acquisition decisions including whether the procurement warrants a set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), or Small Business (SB). Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all SDVOSB or VOSB who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vetbiz.gov. List equipment available to complete this acquisition. Number of personnel you have available for this acquisition. SUMMARY: The Tucson SW CMOP has a need to add a new walk-in refrigerator. This project will be used to facilitate the increase in cold pack product storage for the SW CMOP by adding approximately 1300 cubic feet of additional cold storage space. This project is intended to include the walk-in refrigerator, installation and commissioning of the system. The intent of this project is to ensure the new walk-in refrigerator is in place to handle the increase in cold products that must be prepared for delivery to our Veterans. LOCATION: TUCSON SW CMOP (Consolidated Mail Outpatient Pharmacy) located in Tucson, Arizona and is located at 3675 E. Britannia Drive, Tucson, Arizona, 85706 DESCRIPTION OF SERVICES: Contractor shall furnish all labor, materials and equipment to purchase, install, and commission a new approximately 3,400 cuft walk-in refrigerator. The contractor will meet Objectives 1 through 7 laid out below. Work will also require modifications on existing power outlets currently located above existing refrigerators. Contractor shall supply all equipment, materials, training, parts and follow up service for equipment. Contractor will provide training to government personnel on the new refrigerator to include functionality and maintenance of system. All equipment, installation materials and workmanship shall meet all current Building, OSHA, NFPA and NEC codes and standards and all State and local codes as required. WALK-IN REFRIGERATOR OBJECTIVES: 1. Walk-in Refrigerator Equipment Requirements a. 34 7 long, 9 8 wide, 10 1 high Urethane Foam Walk-In, FM Spec tested per ASTM E84-03, Cooler 40 F with flooring and lighting b. Floor shall be with ¾ Exterior Grade Plywood with the ability to support 700lbs/sq ft distributed stationary load c. 5 ceilings, 4 walls and 4 floors d. With 5 openings only for glass slide doors 63-3/4 wide by 67 high i. 10 sliding glass self-closing doors with door locks ii. 2-pane NT heated glass for doors no tinting e. 5 36 Deep Gravity Flow Shelves per door i. Shelves and posts to be smooth black finish with LED lights ii. Shelf glides with front stop and dividers with mini-rollers f. 36 wide interior floor ramp with 36 x 78 R. Hung door, standard duty i. Diamond plated kick plates 36 high on both sides of the door g. Redundant system required h. Finishes i. 26 Ga. White Stucco galvanized interior wall and ceiling ii. 26 Ga. Acrylic Stucco Galvanized Exterior wall, ceiling and floor iii. .080 Textured Aluminum Interior Floor 2. Walk-In Refrigerator Installation Requirements a. All electrical work shall be performed by a licensed electrician b. All HVAC work shall be performed by a licensed HVAC-R c. Move existing electrical power bar for existing refrigerators and locate above the 12 mark from finished floor d. Supply labor and materials to unload and erect walk-in refrigerator to include glass doors and rack system e. Hang evaporators and set condensing units on spring isolators mounted to roof f. Install fused disconnects for roof top condensing units, water tight switches for evaporators and GFCI outlet with cover for condensate pump and roof outlet g. Supply and run conduit and wiring for lighting package, defrost timer, temperature control and lead/lag controls h. Install copper line sets for walk-in i. Armaflex insulation ¾ wall for copper suction lines j. Pressure test lines with Nitrogen to 450 psi for 24 hours k. Vacuum all systems to 300 microns l. Charge all units with R-448A freon SITE VISIT: Tucson SW CMOP will conduct a site visit with all prospective contractors to walk through project and identify and answer all questions. This site visit will be setup during the solicitation phase and will be required prior to quoting. WORK HOURS: The contractor will have access to Tucson SW CMOP from 7:00 a.m. 11:30 p.m., Monday through Friday, excluding Federal Holidays. If shut down of power is required and will effect production on the line, then after hours work will need to be scheduled prior to accomplishing. All work will not interfere with normal production operations and may require weekend work. WARRANTY: The contractor shall warranty all parts, equipment and workmanship for a period of one year from the date of Government acceptance of work. WASTE DISPOSAL: The contractor shall dispose of all waste and excess material from the job site. The contractor shall not dispose of any waste at Tucson CMOP nor leave waste at the site overnight. WORK AREAS: The contractor shall, at all time, keep work areas free from accumulations of waste material, rubbish, tools, equipment and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. FIRE PREVENTION AND SAFETY: The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor s employees is exclusively the contractor s obligations, and the Government will assume no liability or responsibility for the contractor s compliance or non-compliance with such responsibilities. The contractor shall provide all contractor employees with all the necessary personal protective clothing and equipment and provide Safety Data Sheets for any chemicals brought on site. Contractor Employees shall comply with VA CMOP Fire Protection Program and the Fire Prevention and Health Programs. CONTRACTOR EMPLOYEE CONDUCT: The Government reserves the right to require removal from the site any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of VA CMOP security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein. TOBACCO USE IN VA FACILITIES: Contractors are advised that the Government has prohibited smoking and the use of all tobacco products in Government facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas. SECURITY REQUIREMENTS: The contractor shall obtain their security badges through the front desk Security located in the front office. All contractor and sub-contractor personnel shall abide by all Tucson SW CMOP security requirements and regulations. A Government escort will be provided for all work accomplished on the Production Floor. WEAPONS, FIREARMS, AND AMMUNITION: Contractor s employees are prohibited from possessing weapons, firearms, or ammunition while on Government Property at Tucson SW CMOP. QUALITY CONTROL: The contractor will be responsible for the quality control of all work performed. All work must be performed in accordance with industry standards, manufactures specifications, installation instructions/recommendations, related documents provided and in compliance with all applicable codes and regulations. NEC, IBC, State, County, and local authority. Perform all required tests on all work as specified herein and in accordance with code requirements and industry standards to ensure full and complete operation of all systems. GOVERNMENT ACCEPTANCE OF PROJECT: The government will accept the contractor s work and performance when the concrete floors have been cleaned, the tiles (floor and wall) have been stripped, cleaned and grout has been sealed. This will also include ensuring a care and maintenance plan is submitted per tile manufacturer s recommendations.
