This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 38 USC 8127(c), as implemented by 819.7008 Sole source awards to verified service-disabled veteran-owned small businesses– Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Inventory Management Solutions, LLC. To provide a water heater for an existing decontamination tent for the Sioux Falls VA Health Care System. The Department of Veterans Affairs requires Inventory Management Solutions, LLC. Decontamination water heater is safe of the veterans in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) - Only One Source has an indefinite delivery vehicle with the Inventory Management Solutions, LLC. Decontamination water heater equipment listed on it. The North American Industry Classification System (NAICS) code for this requirement is 333414 and the service code is 4520. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Inventory Management Solutions, LLC. is the only vendor that can provide the proper decontamination water heater equipment under an indefinite delivery vehicle. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to heather.soto@va.gov by 4:00 PM Central Time March 1st, 2024. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
