The Minneapolis VA Healthcare System requires exhaust hood cleaning services in accordance with the draft Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy. 1. Identify your organization's socio-economic category. 2. State whether any of the requested services may be ordered against a government contract awarded to your organization (e.g Federal Supply Schedule (FSS), General Services Administration (GSA), etc.). 3. State if subcontracting is contemplated for this requirement and what percentage of the work will be subcontracted and for what tasks. Â *If applicable, VAAR 852.219-75 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses or Service Disabled Veteran Owned Small-Businesses.* *If applicable, FAR 52.219-14 Limitations on Subcontracting, will apply to the potential solicitation if set-aside for Small-Businesses.* Statement of Work Kitchen Exhaust Hood Service Contract Introduction: There are Five (5) hoods in the Canteen and nine (9) hoods in Nutrition/Dietetics. These systems need to be cleaned on a routine basis. Objectives: Establish a service contract to perform exhaust hood cleaning in the Canteen and Nutrition/Dietetics Kitchen. This will be a Base plus four (4) year contract with firm fixed pricing. Statement of Work: Contractor shall provide all labor, tools, equipment and materials to clean entire kitchen hood exhaust systems. Contractor shall take appropriate actions to protect equipment under the hoods from damage. Contractor shall prevent grease and cleaning chemicals from contacting all equipment below exhaust hood systems. Contractor shall cover electrical receptacles and switches as needed to prevent liquids from contacting these devices and causing shorts or premature failures. All gaskets, fasteners and hardware are assumed to be in place. Contractor must document any deficiency discovered prior to servicing systems. The following items will be cleaned and other associated components: Exhaust hoods located in Canteen and Nutrition. All baffles/filters and drip pans Vertical and horizontal ductwork. All fans/blowers located in Penthouse. One fan may serve multiple ducts/plenums for some exhaust hoods. All Bonnets and screens where applicable on the roof top Clean up area after exhaust hood cleaning is complete. Remove any residual cleaning solution and debris that may have inadvertently contacted equipment or surrounding area. Clean up any spills made while performing this service. Contractor shall provide the following: Provide clear digital photos showing all internal portions of the hood, ductwork, and exhaust fans cleaned to bare metal. Contractor is required to obtain all permits prior to conducting inspection/cleaning services. Contractor must provide the following documents with their proposals: Certificate of Insurance and License. Working hours: All work will be performed after hours Monday through Friday after 7:00pm till 4:00am. Work will not be performed on weekends & federal holidays. Observed Federal Holidays: New Year s Day Martin Luther King Birthday Washington s Birthday Memorial Day Juneteenth Independence Day, Labor Day Columbus Day, Veteran s Day, Thanksgiving Day, Christmas Day, Submittals: Contractor will provide MSDS/SDS documentation for the chemicals used throughout the cleaning process. Safety: Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be thoroughly cleaned after services are performed. If Applicable, Infection Control Risk Assessments (ICRA) and Interim Life Safety assessments (ILSMA) will need to be posted prior to performing work in the MVAHCS facility. Security: Contractor s personnel will utilize a temporary vendor s security badge until a permanent security PIV badge can be issued. Temporary badge use will not exceed 30 calendar days. The Contractor shall comply with Minneapolis VA security, access and badging requirements. Employees must provide fingerprints and be able to pass a background check so they can obtain Security access badge. Employees must complete web-based Rules of Behavior training. All employees will need a valid personal email account. This email will be used to correspond with the security office to update and inform employees how to obtain their security badges. Fingerprint scheduling/appointments, background investigation tasks and Training Management System (TMS) required classes notifications will be sent to their email address throughout the process. The following documents will be sent to contractor via email after contract is awarded. OF 306- Must be Typed. Handwritten will not be acceptable. Self Certification VA 10-2417 Employee Fingerprint Resource Form The Contractor shall submit all required security badging documents for each employee within 5 business days from the award date of contract. All documents must be legible. Contractors are required to check in with the COR or designated representative (Utility Service Repairer) upon arrival at facility to obtain instructions, work orders and project location information. dock area.
