NOTICE: This procurement will be evaluated using TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) all other small business concerns with 8(a) and HubZone businesses having priority, and (4) Large Business concerns. If award cannot be made at one Tier, the participants of the Tier will be notified of their unsuccessful offer and the next Tier will be evaluated, until award can be made. All interested businesses, including Large businesses shall submit their proposal during the open solicitation period for consideration. The Department of Veterans Affairs (VA), Network Contracting Office 23, Saint Cloud, MN intends to procure medical laboratory and testing analysis services for the VISN 23 Midwest Healthcare System. The Contractor shall be responsible for performing pre-analytic processing as defined in its laboratory manual, analysis, and reporting of analytical results and interpretation for clinical and anatomical pathology specimens as requested by participating facilities (listed below) during the contract period. Services shall include the transportation of clinical laboratory specimens to the Contractor’s laboratory/laboratories, performance of pre-analytical specimen processing support services, the performance of analytical testing as defined by the Contractor’s reference test manual, the reporting of analytical test results, and consultative services as required to provide the full scope of its laboratory services to the ordering facility. This procurement shall be conducted in accordance with FAR Part 12, “Acquisition of Commercial Products and Commercial Services”, FAR Part 15, “Contracting by Negotiation”. Services in accordance with the solicitation and resultant contract be furnished to eleven (11) participating facilities within the VISN 23 Midwest Healthcare System. Participating Facilities: VA Black Hills Health Care System, Hot Springs, SD VA Black Hills Health Care System, Ft. Meade, SD Fargo VA Health Care System, Fargo, ND VA Nebraska-Western Iowa Health Care System, Omaha, NE VA Nebraska-Western Iowa Health Care System, Lincoln, NE VA Nebraska-Western Iowa Health Care System, Grand Island, NE St. Cloud VA Healthcare System, St. Cloud, MN Sioux Falls VA Health Care System, Sioux Falls, SD Iowa City VA Health Care System, Iowa City, IA Minneapolis VA Health Care System, Minneapolis, MN VA Central Iowa Health Care System, Des Moines, IA The NAICS code is 621511, for Medical Laboratories (Size Standard is $41.5 Million). The PSC is Q301 (Medical – Laboratory) and/or Q515 (Medical – Pathology) The resulting contract shall be a single-award, Five-year, fixed-price, Indefinite Delivery/Indefinite Quantity contract. The Ordering Period shall be November 1, 2024 – October 31, 2029. The anticipated solicitation will be posted to System for Award Management on or about May 21, 2024.
