This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market conditions relative to STAT Reference Laboratory Testing Services. The Department of Veterans Affairs (DVA), Network Contracting Office 23 (NCO 23), on behalf of the St. Cloud VA Health Care System (STCVAHCS), St. Cloud, MN is seeking to identify any vendors capable of providing contractual services for Emergency Residential Service Beds in accordance with the specifications contained herein to beneficiaries of the DVA and STCVAHCS. The period of performance will be a five-year IDIQ contract; estimated start date is November 1, 2024 through October 31, 2029. The St. Cloud Veterans Affairs Medical Center is looking for responses from contractors regarding their capability to provide the following mentioned services. Services to be provided include: The purpose of this solicitation is to obtain offers from Contractors in St. Cloud who can provide housing, and supportive services to Homeless Veterans and/or their families in community-based Contracted Emergency Residential Services (CERS) facilities offering a safe and secure environment that supports their goals for recovery from homelessness. The Contractor will be required to provide a low- barrier therapeutic and rehabilitative milieu and attendant services targeting the underlying factors contributing to homelessness. The Contractor will not be required to provide detoxification or other hospital level treatment. The anticipated contract is Indefinite Delivery, Indefinite Quantity (IDIQ) contract with services estimated to commence in November 2024. All firms wishing to do business with the U.S. Government must be registered and active in the System for Award Management (SAM) at https://www.sam.gov/. Please note that there is no charge to register in SAM. If the procurement is set aside for Veteran-owned businesses, firms must be verified in the Department of Veterans Affairs, Vendor Information Pages (VIP) at https://vetbiz.va.gov/. Note: The capability statement request is not a Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting information regarding your company's ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will used to determine if the acquisition will be set-aside for small business or if it will be an unrestricted procurement (all business size). Other than small businesses (i.e., large businesses) are requested to respond to this notice in the event the market does not indicate enough small business interest to support a set-aside.
