This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26324Q0100 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. This procurement is for service and maintenance for Draeger Equipment open to authorized service providers for Draeger Equipment. All vendor must have an active registration in the System for Award Management (SAM) prior to submission of their offer. Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 811210 with a size standard of $34.0 million. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one fixed price contract award for all resources and labor necessary to complete the servicing and maintenance of Draeger Equipment located with VISN 23. The period of performance is 02/01/2024 to 01/31/2025 for the base year period of performance. There are two - one-year option periods available at the government s discretion. FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. Submission of Quotes Quotes are due to the Contracting Office by 12/08/2023 at 04:00 PM Central Time. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Draeger, Inc for maintenance and service of Draeger Equipment for the VISN 23: VA Midwest Health Care Network. The Department of Veterans Affairs requires the maintenance and service of Draeger Equipment to ensure the safety of the veterans in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) - Only One Source is capable of providing the required maintenance and service of Draeger Equipment The North American Industry Classification System (NAICS) code for this requirement is 811210 and the service code is J065. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Draeger, Inc is the only vendor that can provide the requested maintenance and service of Draeger Equipment. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to John.milroy@va.gov by 4:00 PM November 3, 2023. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
