SOURCES SOUGHT NOTICE This is a SOURCES SOUGHT NOTICE for market research purposes to determine the availability of qualified sources capable of providing Blood Bank Physician Services. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information your company considers sensitive or proprietary. Blood Bank Physician Services (See attached Performance Work Statement PWS for this notice). The Contractor shall provide a 0.5 FTE licensed physician who is a board certified/eligible Clinical Pathologist as well as a board certified/eligible in Transfusion Medicine, to perform duties for the Minneapolis VA Health Care System (MVAHCS). The contractor physician will report directly to the Director, Pathology and Laboratory Medicine Service (PALMS), at the MVAHCS. Duties include, but may not be limited to, the following, and must be provided 24/7 either on-site or on-call by phone or pager: The Physician(s) assigned by the Contractor to perform the services covered by this contract shall be appropriately licensed to perform the services as set forth in the agreement. The Contractor s physician (s) assigned by the Contractor to perform the services covered by this contract shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia) when services are performed onsite on VA property. Contractor personnel must meet the professional qualification criteria of VA, as reasonably determined by the VA, prior to commencement of work under this contract. The qualifications of such personnel shall also be subject to review by VA Chief of Staff and approval by VA Facility Director. All licenses held by the personnel working on this contract shall be full and unrestricted licenses. Contractor s physician (s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Contractor must have a MD degree from a recognized medical school. He/She shall have completed an approved Clinical Pathology residency training program. Contractor s physician (s) shall be Board Certified /Board Eligible in Clinical Pathology. Must be Board Certified in Blood Banking/Transfusion Medicine or be board-eligible by completing a minimum of a one-year fellowship in an approved program in Blood Banking/Transfusion Medicine. Be currently certified in Basic Life Support (BLS) Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided by the Contractor to the VA COR on an annual basis for each year of contract performance. The anticipated contract is firm fixed price contract with services estimated to commence in August 2023. All firms wishing to do business with the U.S. Government must be registered and active in the System for Award Management (SAM) at https://www.sam.gov/. Please note that there is no charge to register in SAM. If the procurement is set aside for Veteran-owned businesses, firms must be verified in the Department of Veterans Affairs, Vendor Information Pages (VIP) at https://vetbiz.va.gov/. Note: The capability statement request is not a Request for Quotations, Request for Proposals, or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting information regarding your company's ability to provide the services listed above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will used to determine if the acquisition will be set-aside for small business or if it will be an unrestricted procurement (all business size). Other than small businesses (i.e., large businesses) are requested to respond to this notice in the event the market does not indicate enough small business interest to support a set-aside.
