Patient Ceiling Lifts for VA Nebraska Western Iowa Health Care System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C263Q0836_2 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-03. This procurement is a total set-aside for Service Disabled Veteran Owned Small Business (SDVOSB). Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov). Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 339113 with a size standard of 800 Employees. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one firm fixed price contract award to provide services to VA Nebraska Western Iowa Health Care System, 4101 Woolworth Avenue, Omaha, NE FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of Patient Ceiling Lift requirement for the VA NWIHCS Omaha Campus Located at 4101 Woolworth Avenue Omaha, NE 68105-1850. Hill Rom Company, Inc. 1069 State Route 46 E. Batesville, IN 47006 This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements. This is not a request for competitive quotes. Market research revealed that Hill-Rom Company Inc. is the proprietary developer and sole service provider for the patient lifts currently being utilized by North Western Iowa VA Health Care System. Additionally, Hill-Rom Company Inc is the authorized distributor of the Original Equipment Manufacturer of the Patient Lifts and has over the life of this equipment serviced this equipment for North Western Iowa VA Health Care System. Hill-Rom Inc, furthermore, owns the proprietary maintenance rights for this equipment. Thus, it is impossible for any other company to provide maintenance for this equipment as Hill-Rom Inc. Any other entity besides Hill-Rom inc providing this service would result in violation of proprietary rights and voiding of any equipment warranties, as applicable. The North American Industry Classification System (NAICS) code for this service is 339113 (Surgical Appliance and Supplies Manufacturing) and the Product Service Code (PSC) is 6515 (Medical Equipment and Accessories and Supplies). While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder Hill-Rom that such contractor could provide this service as an authorized reseller, authorized dealer or third party.
