This Notice of Intent is provided to advise that the Government intends to solicit and negotiate a sole source, Firm Fixed Price Contract with only one source, Nalco Company to provide Chiller & Boiler Treatment for the Minneapolis VA Health Care System. This contact action is for supplies or services for which the Government intends to solicit and negotiate a Sole Source award under the authority of FAR 6.302-1. This notice of intent to award a sole source contract is not a request for competitive proposals. However, in accordance with FAR 5.207 (c) (16) (ii), all responsible sources that feel they can meet the Government’s requirements detailed above may submit a capability statement which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement and include: the Dun & Bradstreet Number (DUNS), and the Taxpayer Identification Number (TIN), along with documentation that the vendor is an authorized distributor/reseller. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information will be retained as Market Research. All responses must be received by 17:00 CST on July 21th, 2023. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Veteran Owned and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice. The North American Industry Classification System (NAICS) code for this requirement is 221310, Water Supply and Irrigation Systems, with an SBA Small Business Size Standard of $41 million. 1. STATEMENT OF WORK Minneapolis Veteran Affairs Health Care System Chiller and Boiler Water Treatment Services Introduction: Chiller and Boilers require the water to be chemically treated to prevent bacteria growth, corrosion, scale deposits and sludge buildup that leads to pitting and deterioration of internal components. This is counter acted by introducing different chemicals into the system. System must be monitored 24/7 to ensure chemicals are introduced into the system as they are needed. One on site assessment is authorized to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation. Statement of Work: Contractor is responsible for providing all aspects of water treatment and testing for all chillers and boilers at the Minneapolis VA to counter act the water from becoming contaminated with bacteria and prevent corrosion, sludge and scale deposits. Contractor shall deliver all chemicals in reusable drums or directly into the on-site storage containers without any assistance from VA employees. Contractor shall provide secondary containment when applicable. Contractor shall provide drums and storage containers. Chemicals shall be 100% compatible with the 3D TRASAR Controllers that are installed and utilized on the Minneapolis VA Chillers and Boilers. Service Technician shall perform weekly checks and water testing to ensure water treatment systems are working properly. Technician shall make repairs or adjustments as necessary. Shall provide a weekly service report after visit. Remotely monitor water treatment systems continuously 365 days a year (24/7). Service technician(s) will be available for emergencies with a response time of less than two hours. Performance Requirements: Monitor Total hardness in Feedwater. Advise VA personnel on proper softener //reverse osmosis// monitoring and operation. Monitor Dissolved oxygen levels in the Feedwater. Provide recommendation to Energy Center Supervisor about requirements for de-aerator inspections and repairs. Prevent embrittlement of boiler pressure vessels. Condition the boiler sludge to obtain effective bottom blowoff. Monitor Boiler residual content of sodium sulfite. Monitor Boiler phosphate residual levels. Monitor Total dissolved solids (TDS) in boilers. Monitor Total alkalinity levels in boilers. Recommended allowances of suspended solids in boilers. Boiler polymer dispersant residual, as recommended by supplier, with equal successful results of chemical currently being used by incumbent chemical vendor. There shall be no pitting corrosion. There shall be no scale and deposit formation in the boilers. Control boiler water chemistry to minimize blowdown and thus improve efficiency. Recommend and provide steam amine treatment to maintain condensate PH levels between of 8.0 10 at each condensate receiver throughout the facility, and in the condensate storage tank in the boiler plant. Control corrosion rates. Steel corrosion rates shall be less than 2.0 mils per year. Copper corrosion rates shall be less than 0.2 mils per year. Establish layer of magnetic iron oxide (black or dark gray in color) on all steel surfaces as a corrosion barrier. Annual Glycol testing. Monthly Testing Requirements: Condensate return systems: pH, hardness, dissolved iron and copper, total dissolved solids (conductivity), amine. Condensate conductivity at a steam trap near the boiler steam outlet. Test the condensate for pH at representative samples of condensate receivers throughout the facility at least twice per year. Vary the sample sites every year. Make-up water including soft water, water from reverse osmosis, water from de-alkalizer: pH, alkalinity, hardness, total dissolved solids, suspended solids, and silica. Boiler feedwater: Dissolved oxygen, pH, alkalinity, hardness, total dissolved solids, suspended solids, and silica. Feedwater dissolved oxygen shall be tested twice per year with oxygen scavenger chemical treatment temporarily suspended so that feedwater deaerator performance can be evaluated. Boiler water: Total dissolved solids, suspended solids, sulfite, phosphate, and alkalinity. Continuous blowdown systems: Check calibration and settings monthly. Chemical feed systems: Advise plant supervisor on adjustments to maintain proper chemical dosage and feed rates and blowdown rates. Contractor s Proposals: Contractor s proposal shall provide enough information to indicate that their chemicals are compatible with the 3D TRASAR controllers used on the chillers and boiler. Provide information that demonstrates the following: The contractor shall have been in business at least five years providing chemical treatment of boiler plant and steam distribution systems similar in design and annual steam production rates to that of the VA facility. Contractor shall provide a list of at least three customers similar to the size and scope of the Minneapolis VA who have utilized the services for boiler chemical treatment for at least three years. Provider resumes for technicians to indicate they meets the following criteria: One (1) water treatment specialist who has a bachelor s degree in chemical engineering or the physical sciences from an accredited college or university shall be assigned to this contract. The water treatment specialist shall have at least five (5) years successful experience with boiler water treatment programs and shall furnish references from at least three (3) customers who utilize their boiler water treatment programs. The water treatment specialist assigned must be located within one hundred (100) miles of the Minneapolis VA facility to enable reasonable response times to request for site visits. The contractor must be able to operate (or continuously maintain a contract with) a state certified laboratory to perform complete scientific analyses of water chemistry, deposits, metallic materials affected by corrosion and provide recommendations for correction of problems related to the chemical and mechanical water treatment program. A Professional Chemist shall supervise the laboratory. Expected Asbestos or Lead: Not applicable Working hours: Anticipated hours of work will be Monday through Friday from 6:00 am 5:00 pm. Additional hours must be coordinated through the COR. Emergency work may be required after hours, weekends and/or federal holidays. Safety: Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus. Security: Contract personnel need to obtain a vendor s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project Contractor s Technicians are required to check in with the COR upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily. END
