This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation number 36C26323Q0582 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This procurement is an unrestricted solicitation under the solicitation NAICS Code 611430, and have an active registration in the System for Award Management (SAM) at www.sam.gov prior to submission of their offer. Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 611430 with a size standard of $15.0 million. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates a firm fixed price contract award for all resources and labor necessary to Clinical Documentation Improvement Training Service incompliance with the statement of work for the Department of Veterans Affairs, VISN 23: VA Midwest Health Care Network, 2805 Dodd Road, Suite 250, Eagan, MN 55121 The period of performance is 07/01/2023 to 06/30/2024 for the base year period of performance. There are four one-year option periods available at the government s discretion. FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Simplify Compliance LLC, DBA ACDIS (Association of Clinical Documentation Improvement Specialists), for Clinical Documentation Improvement (CDI) training for the VISN 23: VA Midwest Health Care Network. The Department of Veterans Affairs requires the CDI Training to improve clinical documentation to ensure the safety of the veterans in accordance with 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) - Only One Source is capable of providing the required services of Simplify Compliance LL. The North American Industry Classification System (NAICS) code for this requirement is 611430 and the service code is U008. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that XXXX is the only vendor that can provide the requested maintenance service for the XXX. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to John.milroy@va.gov by 4:00 PM Central Time on 04/26/2023. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis.
