The Department of Veterans Affairs, Network Contracting Office 23, hereby provides notice of its intent to award a sole source, firm fixed contract for a Service Agreement, for a base and four option periods, to JOHNSON CONTROLS FIRE PROTECTION LP, 6600 CONGRESS AVE, BOCA RATON, FL 33487-1213. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year beginning 03/01/2023 through 02/28/2024. The contract will provide service for the Simplex 2100 & 4100 Series fire control system at Hot Springs VAMC and the Johnson Controls IFC3030 intelligent fire control system at the Ft. Meade VAMC. These services must be provided by an authorized factory trained service engineer utilizing original equipment manufacturer (OEM) direct replacement parts to ensure safe and predictable performance. Johnson Controls has not authorized any third-party service provider to perform maintenance and repair on these systems. These services will be performed at the VA Black Hills Health Care System Campuses in Hot Springs SD and Ft. Meade SD. NAICS code: 561621 Security System Services (except Locksmiths) and Maintenance (SBA Size Standard $25 Million) PSC: S202 THIS NOTICE OF INTENT IS NOT A SOLICITATION OR REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement within ten calendar days after publication of this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO BHHCS FIRE ALARM SYSTEM SERVICE INTENT TO AWARD SOLE SOURCE CONTRACT in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Don Gilbert, Contracting Officer, by email at Donald.gilbert@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
