MRI Mridium Infusion Pump for VA Central Iowa Health Care System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a solicitation conducted using FAR Part 13 (Simplified Acquisition Procedures). This announcement constitutes the only solicitation, quotes are being requested. Solicitation number 36C26323Q0245 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02. This procurement is a full and open competition between vendors authorized to sell Mridium brand OEM pumps. Prospective offerors must be registered and current in the System for Award Management (SAM) database at time of offer to the Government (https://www.sam.gov). Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 339112 with a size standard of 1000 employees. A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation. The VA anticipates one firm fixed price contract award to provide an Mridium MRI Infusion system with PO02 to VA Central Iowa Health Care System, 3600 30th Street, Des Moines, IA 50310-5753 All items to be delivered within 60 days After Receipt of Order (ARO) FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document. FAR clauses 52.212-4 and 52.212-5 apply to this procurement and are included within the attached solicitation document. Additional requirements are listed within the attached solicitation document. The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition. No technical questions will be answered regarding this solicitation. Quotes are due to the Contracting Office by 10:00am CST, 02-08-2023. Quotes are required to be emailed to curt.larose@va.gov prior to the solicitation closing date and time. This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is not a request for competitive quotes. The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source, firm-fixed price contract to Iradimed Corporation for an MRidium brand MRI safe pump to replace an outdated MRidium brand MRI safe pump. The VA requires the pump for an MRI Infusion System with Sp02. Market research revealed that Iradimed Corporation is the only developer and distributor for the equipment currently being utilized by VA. Additionally, Iradimed Corporation is the only manufacturer that can provide the required pump for the MRI equipment. The parts along with the software system is routinely used by VA to provide medical services for veterans in the VA Healthcare System. Made in America Act applies to this purchase and any pumps to be offered must also be manufactured in the US. The North American Industry Classification System (NAICS) code for this requirement is 339112 and the service code is 6515. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Iradimed Corporation is the only vendor that can provide the requested services. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to curt.larose@va.gov within ten calendar days after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
