Service Disabled Veteran Owned Small Business and Veteran Owned Small Business Set-Aside The Minneapolis VAMC requires patient lift maintenance services in accordance with the Statement of Work (SOW) below. This is a sources sought/proof of capability solicitation looking for SDVOSB or VOSB to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your information with a description of proof of capability to: Jeffrey.Brown8@va.gov on or before November 27th, 2022. *If applicable, VAAR Provision, 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses.* STATEMENT OF WORK Minneapolis Veteran Affairs Health Care System HandiCare Patient Lift Service Contract Introduction: The Department of Veteran Affairs mandates that Patient lifts will be inspected and load tested annually. There are currently 420 lifts in service and two Sure Hand lifts that are located at the MVAHCS. These lifts will also need to be repaired as needed throughout the year. Contractor must be able to Service, inspect, load test and perform extensive repairs on MedCare and HandiCare Patient lifts and associated equipment. Contractor will need to be certified to perform maintenance on these lifts and conduct training to MVAHCS staff and technicians. MVAHCS will provide Excel Spreadsheet to contractor which identifies each lifts model number, serial number and location. Inspection labels will also be provided by the MVAHCS. Objectives: Establish an all-inclusive service contract that provides Service, Maintenance, Parts, Labor, Load Testing and Training for MedCare/HandiCare lifts. All Parts and labor to perform maintenance will be included in contract. This will be a Base plus 4 option year contract with company that has five years or more specialized experience with servicing, inspecting and repairing MedCare and HandiCare lifts. Statement of Work: Contractor will provide factory trained and certified technicians to inspect, service, maintain, load test and repair all MedCare/HandiCare patient lifts and two Sure Hand lifts at the MVAHCS. Technicians must also be able to repair all deficiencies identified. MVAHCS will only be billed for the number of lifts inspected each year. Contractor will provide all tools, labor and equipment necessary to perform services, preventative maintenance and load testing for each lift. Services and load test will be performed annually in accordance with manufactures recommendations. Contractor will perform inspections and load tests from March 1st through May 15th of each year. All inspections and load test must be completed by May 15th of each year. Access to lifts will revolve around patient care. Additional coordination may be needed to test some lifts in occupied rooms or be tested after normal business hours. Contractor will be called out for repair lifts that fail throughout the year. All parts and labor for repairs will be included in the price of the contract. This service agreement will include batteries and labor. Items damaged to misuse or abuse will not be covered Inspect entire track system as per ISO 10535 and CSAZ10535.2-17. Inspect track for any deflection, loose/missing hardware or other deficiencies. Contractor will replace, adjust or tighten any loose/missing hardware. Test motor and controls for proper operation. Test emergency stop and travel limits. Inspect strap and cradle for deficiencies, damage or missing items. Test each battery with an external device intended for battery testing. Replace any batteries that fail to maintain enough power to operate lift under load or fail maintain an adequate charge. Remove old inspection label and replace with a current inspection label. Contractor will initial and date each inspection label. Inspection label must be legible and visible without the use of a ladder or step stool. Label must not cover data plate or other information. Label is provided by the MVAHCS. Record current lift count on spreadsheet. Reset lift count to zero after test. Record any deficiencies on provided spreadsheet. Notify COR if lift is unsafe to use and needs to be removed from service. Contractor will complete manufacture s preventive maintenance checklist and provide updated copy of Excel spreadsheet. Contractor will provide individual test inspection checklists for each lift to COR within 14 calendar days after completion of test. If submitting electronically, it must be in a format usable by VA computer software. Hard copy will be acceptable as well. Provide certified trainer to conduct training to MVAHCS staff on operation and maintenance of patient lifts. Contractor will prepare and submit written estimates for repairs not covered under this contract to the COR. Project Deducts: None. Expected Asbestos or Lead: Not applicable Working hours: Access to available lifts will revolve around patient care. Additional coordination may be needed to test some lifts in occupied rooms and isolation rooms. Anticipated hours of work will be Monday through Friday from 6:00 am 5:00 pm. Additional hours must be coordinated through the COR. Work will not be performed on weekends or federal holidays. Observed Federal Holidays: Columbus Day Veteran s Day Thanksgiving Day Christmas Day New Year s Day Martin Luther King Birthday Washington s Birthday Memorial Day Juneteenth Independence Day Labor Day Columbus Day Veteran s Day Thanksgiving Day Christmas Day References: Appropriate Patient lift operators and service manuals Safety: Contractor is responsible for maintaining a safe working environment while working around patients, visitors and staff. Contractor must maintain line of sight for all tools and equipment being used to perform services. Appropriate Personnel Protective Equipment (PPE) will be worn while performing work at the Minneapolis VA Campus. This may include surgical masks, KN95 masks, respirators, shoe coverings, gloves, gowns, etc... Contractor will provide their own Masks and/or respirators as needed. Security: Contract personnel need to obtain a vendor s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project Contractor s Technicians are required to check in with the COR upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily. Parking/Storage: Parking is available in parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Unattended vehicles in unauthorized parking areas will be ticketed by MVAHCS Police. END
