This is a Notice of Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of an open market sole source award for Homeless Veterans After Hours Triage Services to support the Department of Veterans Affairs, Fargo VA Health Care System, 2101 Elm Street N, Fargo ND 58102. The proposed award is to The City of Fargo DBA Gladys Ray Shelter, 225 4th Street N, Fargo ND 58102, under the authority of FAR 13.106-1(b); Soliciting from a single source. The City of Fargo DBA Gladys Ray Shelter shall provide Triage Services to Homeless Veterans who have been released from VA services and been deemed to need emergency shelter. The term of service shall be tentatively 11/15/2022-11/14/2023 and include four (4) one-year option periods to be exercised at the discretion of the government. Specific services to be provided include: BASIC SERVICES. The contractor shall provide triage services, (after hours process for assisting Veterans who do not require medical, psychiatric, or detox services), during non-business hours of the Health Care for Homeless Veteran s Program office. The contractor shall evaluate the homeless veterans unique circumstances, (if applicable), place the veteran in the appropriate based temporary/homeless shelter, and provide information concerning community resources available to assist Veterans. The shelter is required to be within close proximity to the Fargo VA Hospital as no transportation service is being provided. The City of Fargo DBA Gladys Ray Shelter is the only known entity capable of providing the required services due to physical location and capabilities. This requirement is for the Fargo area only. The vendor is required to accept veterans into their facility if they are unable to provide other arrangements and provide other community resources to assist the veterans. The North American Industry Classification System (NAICS) code for this service is 624229 (Other Community Housing Services). Product Service Code (PSC) is G099 (Other Social Services). Small business size standard is $16.5 million. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement.
