(End Clause 52.212-5) STATEMENT OF WORK (SOW) FOR PORTABLE RADIOS AT Nebraska Western Iowa Health Care System GENERAL The VA Nebraska-Western Iowa Healthcare System provides health care services at 9 locations in Nebraska and western Iowa. Facilities include Omaha VA Medical Center and Grand Island VA Medical Center and 7 community-based outpatient clinics in Bellevue, Holdrege, Lincoln, Norfolk, Omaha, and North Platte, Nebraska; and Shenandoah, Iowa. 2.0 SCOPE OF WORK This statement of work is for the NWIHCS Police Service primarily located at the Omaha VA Medical Center (VAMC Omaha), 4101 Woolworth Avenue, Omaha, NE 68105. VA Omaha is looking to expand their existing radio system by acquiring 10 new Motorola APX Next radios. These new state of the art all-purpose interoperable radios will be added to an existing cache of APX Next radios for VA Police for use in operations in support of the VAMC Omaha s mission and to ensure the safety and security of the VA Police, Hospital staff, and its Veteran patients. By acquiring radios of the same brand, make and model, it ensures no time is lost training new officers on new equipment and ensures product compatibility with the existing fleet. These radios will allow the VAMC Police to connect to the local county police, fire, and EMS. These radios will serve as a two-way conduit between officers in the field and dispatch at VAMC Omaha. VAMC Omaha is also looking to future proof their investment. In the future, once the VA acquires these APX Next radios and the SmartConnect feature, the APX Next radio allow for continuous communications over the radio system when on campus and also over LTE when off the campus. Therefore, in the future, these new radios will help increase the range and effectiveness of the VA Police as now they will be able to monitor radio communications at the main medical centers as well as the CBOC s. It will also serve as a means for a centralized leadership during contingency operations for natural disasters, symmetric and asymmetric events against facilities and local disaster assistance. 2.2 The Omaha VA Medical Center, 4101 Woolworth Ave, Omaha, NE 68105. 2.3 The contractor shall provide all necessary equipment and tools required per the requirements and specifications herein. 2.4 The contractor shall install new equipment only. No refurbished, returned or used equipment is permitted. Multikey Single Unit Chargers x 10 Spare Batteries x 10 XVP Remote Speaker Mic x 45 Device Programming x 10 NAME BRAND JUSTIFICATION This order is to be purchased on only a Motorola Brand Name basis for the purchase of radio communications equipment. APX Next Radio Additional Requirements VAMC Omaha requires this purchase: A) To allow VA Police to interoperate with local county police, fire, and EMS. AES encryption is used by most local county police, fire, and EMS. Only Motorola s AES encryption is FIPS 140-2 Level 3 security certified. Level 3 security provides additional physical tamper-proofing on top of the requirements for FIPS Level 1 and Level 2. If physically tampered with, encryption keys are automatically wiped from the radio. This ensures that any radios that are lost or compromised are fully tamper protected from having encryption keys stolen. This allows the most secure communication and protection. B) To have the clearest and most crisp audio during operations. Only Motorola has Automatic Gain Control Technology that normalizes the audio levels in a radio. This means low audio levels can be automatically increased and vise versa, high audio levels can be automatically lowered. Receiver automatic gain control directly addresses the common public safety user complaint of constantly adjusting their radio volume throughout their shift . This new technology will significantly reduce the number of necessary radio volume adjustments, creating a better user experience. Also only Motorola has Adaptive Dual Mic Noise Suppression Technology that allows for mission critical audio transmission regardless of the radios orientation. This means a user could speak into either the front, back, top, bottom or either side of the radio and it would instantly find the voice and cancel out the ambient noise allowing clear and crisp transmissions in noisy environments. Purchasing other brand radios could result in the loss of interoperability with local agencies, the increase in risk of encryption key vulnerabilities, and the potential decrease in clear transmissions thus threatening the safety of VA police, facility staff and patients. C) To use the feature: Smart Messaging. This feature is also only offered on the APX Next radio. SmartMessaging is an application built directly into the APX Next home screen that allows you to share multimedia messages across your extended team via LTE. Share text messages, picture messages, voice notes and videos with individuals or groups directly from your radio. SmartMessaging also builds on VA Omaha s future investment in video analytic surveillance camera system. Using the video analytic technology, a dispatch would be able to quick identify a person of interest, BOLO, patient elopement, ect. and send a photo of them directly to the APX Next radio. This will allow VA Police to receive in the moment information to act on. D ) To use the feature: SmartLocate. This feature is also only offered on the APX Next radio. SmartLocate sends GPS coordinate updates from APX Next radio to dispatch over the LTE network rather than the P25 radio system. Using broadband to communicate location enables more frequent and customizable measurements, up to once every three seconds, if necessary. This lets dispatchers know your location with pinpoint accuracy, enabling them to respond to your movements faster. Utilizing broadband for location updates also frees space on your P25 system so it can handle more voice traffic. E) To use the feature: SmartMapping. SmartMapping is a modern, intuitive mapping tool built right into APX NEXT, allowing you to view your precise location and track nearby officers on a modern mapping interface integrated right into your radio. You can also search an address or colleague, drop waypoints, quickly pinpoint officers in distress, and initiate voice calls and alerts, all right through the SmartMapping application. F) To use the feature: SmartProgramming. This feature is also only offered on the APX Next radio. The old day of individually hooking up a radio to load a new code plug, update its software, ect is over. Using LTE or pre-provisioned WiFi, radios are programmed and updated over-the-air, using Motorola's new RadioCentral provisioning tool. Codeplug and firmware updates get downloaded in the background using LTE or WiFi. Once the download is complete, users receive a notification prompt asking them to install the update now or later. Using SmartProgramming over LTE programming a whole fleet of radios can take 10-15 mins where as it used to be 10-15mins per radio individually. This drastically reduces the time required to program radios and can be done remotely. G) To use the feature: ViQi Voice Control. This inherent feature is also only offered in the APX Next radio. ViQi Voice Control enables users to interface with their APX Next radio in an entirely new way - using their voice. There are a series of voice commands that can be leveraged each with multiple wording variations, from changing zone, channel and volume, to getting battery status. This lets you use your radio with eyes-up awareness.
