This is a PRE-SOLICITATION NOTICE The US Department of Department of Veterans Affairs, Sioux Falls VA Health Care System (hereinafter referred to as SFVAHCS) located at 2501 W 22nd Street, Sioux Falls, SD 57105. The NAICS code assigned to this procurement will be 621111 with a size standard of $12.0 million. The VA will award a fixed price indefinite delivery indefinite quantity, commercial services contract. Contract use will be limited to the Sioux Falls VA Health Care System only. This procurement will be solicited as full and open unrestricted. The solicitation will contain requirements for a five-year ordering period from April 1, 2021 through March 31, 2026. The solicitation is scheduled to be issued on or about December 1, 2020 and will be issued via the Contract Opportunities electronic posting system at https://beta.sam.gov/. The Contractor shall furnish all personnel to provide services necessary to perform on-site Radiology Physician Services and off-site (teleradiology) Radiology Physician Services to eligible beneficiaries of the Department of Veterans Affairs, Sioux Falls VA Health Care System (hereinafter referred to as SFVAHCS). The contractor s physician(s) care shall cover the range of Radiology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality The Contractor shall propose seven (7) key personnel to be credentialed and be available for scheduling to meet the requirements of the contract. Contractor shall provide a minimum of one (1) full-time (1.0 FTE) Radiologist, Board Certified in Radiology, to provide interpretations and radiology procedure services Monday-Friday 8:00am-5:00pm (includes 60-minute unpaid lunch break) On-Site 40 hours per week (excluding federal holidays), for an estimated 2,080 hours per year, at the Sioux Falls VA Health Care System. Contractor shall provide a minimum of one (1) Radiologist, Board Certified in Radiology, to provide On-Site radiology services and to act as Chief of Radiology. In this role, the Acting Chief of Radiology will assist the On-Site Radiologist(s) with interpretations and radiology procedures as necessary, 8 hours per week, for an estimated 416 hours (0.2 FTE) per year, at the Sioux Falls VA Health Care System. The schedule will be determined according to workload in conjunction with the Imaging Service Line at the Sioux Falls VA Health Care System. The duties of this position shall exclude any inherently government functions such as listed under FAR 7.503(c). Contractor shall provide off-site (teleradiology) interpretation coverage by Board-Certified Radiologist(s) and Nuclear Medicine Physician(s) for interpretation services to include, but not limited to; interpretations of general radiology, fluoroscopic procedures, neuroradiology, musculoskeletal imaging, general nuclear medicine and Single-Photon-Emission Computed Tomography (SPECT), Computed Tomography (CT), Computed Tomography Angiography (CTA), Magnetic Resonance Imaging (MRI), Magnetic Resonance Angiography (MRA), Ultrasound, and bone densitometry (DEXA). Nuclear Medicine coverage to be provided by a Board-Certified Nuclear Medicine Physician. Coverage shall be 24-hours a day, seven days a week, and Federal Holidays. Contractor shall furnish services at the Sioux Falls VA Health Care System, 2501 W 22nd Street, Sioux Falls, SD 57105. Services are required for a five-year ordering period from April 1, 2021 through March 31, 2026. Questions regarding this pre-solicitation notice must be in writing.
