NOTICE OF INTENT TO AWARD SOLE SOURCE This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.102(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of FAR 13.106(b), Simplified Acquisition Procedures, Soliciting Competition. This is not a request for competitive quotes. The Department of Veterans Affairs (VA), Network Contracting Office 23 (NCO23) intends to award a commercial item sole source, firm-fixed price contract to Cassling Diagnostic Imaging, Inc, to relocate a Siemens Medical Solutions, Luminos Agile Radiography/Fluoroscopy System (Site ID 400-493784) from its current location into a new building on same site at the Lincoln VA Health Care System (VAHCS), 600 South 70th Street in Lincoln, NE 68510. Acting under the authority of FAR 13.106-1(b), only one responsible source and no other service will satisfy agency requirements because the services are proprietary to Siemens and their affiliates. Market research revealed that Cassling Diagnostic Imaging, Inc. is the proprietary service provider to provide OEM services to relocate the Siemens Medical Solutions, Luminos Agile Radiography/Fluoroscopy System and is the only service organization that can provide the required support within the Mid-west region. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands Cassling Diagnostic Imaging, Inc. is the only vendor that can provide the requested services however, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to john.becker3@va.gov prior to the expiration of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Cassling Diagnostic Imaging, Inc is the only certified entity having access to OEM parts and exclusive use of certain proprietary tools for diagnostics and repairs for the Siemens Medical Solutions, Luminos Agile Radiography/Fluoroscopy System. The North American Industry Classification System (NAICS) code associated for this requirement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $22.0M. The service code is J065, Maintenance, Repair, and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest and capability to meet this requirement by submitting supporting documentation including an authorized dealer/distributor letter signed by Siemens Medical Solutions reflecting that the firm is an authorized entity to provide required services and will have unfettered access to OEM proprietary diagnostic tools and potential repairs associated with the relocation action. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs associated with the preparation of responses to this notification.
