This is a combined synopsis/solicitation for construction. This announcement constitutes the only solicitation proposals that are being requested. Solicitation number 36C26320R0131 is issued as a combined synopsis following FAR 13 procedures. The VA anticipates one firm-fixed-price contract award for all resources and labor necessary to provide and install Spill Containment Buckets for the VA St. Cloud Health Care System, 4801 Veterans Dr, Saint Cloud, MN 56303. Additional requirements are listed within the attached solicitation documents. A list of the contract line items, quantity, and unit of measure are listed within the attached solicitation document(s). This procurement is being solicited as a Total 100% Small Business set aside. Prospective offerors must be registered and current in the System for Award Management (SAM) database prior to contract award: (https://www.sam.gov/portal/public/SAM/). Any Contractors claiming to be SDVOB/VOSB s must be registered and certified in the Vendor Information Pages www.vip.vetbiz.gov by the RFP closing date. Proposals will only be accepted from responsible contractors. The NAICS code for this solicitation is 237120 and the small business size standard is $39.5 million. The Defense Priorities and Allocation System (DPAS) does not apply to this solicitation. Proposals are due to the Contracting Office by Friday, July 10th, 2020 at 2:00 P.M. CST. Proposals are required to be emailed to Eric Reis @ eric.reis@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their proposal is received in full by the Contracting Officer before solicitation closing. Areas to complete when submitting your proposal: SF1442 completed and signed in blocks 17 for pricing, 30a, 30b, and 30c. Please follow the instructions provided in the solicitation. Contractors must show that they are certified by the State of Minnesota under the MPCA Underground Storage Tank Program for installation and repair. Contractors must provide a narrative describing how a compliant spill bucket will be provided in each location and the proposed schedule of the work. If both of these are met at a satisfactory or above level, then award will be based on the lowest price among contractors that have been determined to be qualified.
