NAICS Code 511210, Software Publisher, with a size standard of $41,500,000.00 will be utilized. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 due to the proprietary nature of the software needed for this procurement. No solicitation will be issued. A determination not to compete this proposed contract is based solely within the discretion of the Government.
