This Notice of Intent is for a proposed award of a sole source firm fixed price contract to the following contractor in support of Culligan in support of VA Black Hills Health Care, Hot Springs Campus, 500 North 5th Street, Hot Springs, SDÂ 57747. Culligan DUNS: 122124266 715 JENSEN HWY HOT SPRINGS, SOUTH DAKOTA Â 57747 This is done under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements. This is not a request for competitive quotes. Dialysis is a critical service that the VA provides to the Veterans in this rural community. The vendor is required to respond to malfunctioning equipment within four hours, contracting with a vendor that is not local will result in unacceptable delays. The Culligan Reverse Osmosis systems have proprietary parts and there are no authorized vendors by the OEM. The North American Industry Classification System (NAICS) code for this service is 454390 (Other Direct Selling Establishments) and the Product Service Code (PSC) is J099 (Maint/Repair/Rebuild of Equipment - Miscellaneous). While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, that such contractor could provide this service as an authorized reseller, authorized dealer or third party. All responsible sources may submit a capability statement, which shall be considered by the agency by e-mailing such statement and supporting documentation to Elizabeth Pitts, Contracting Specialist, at Elizabeth.Pitts@va.gov. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
