The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate method. The Department of Veterans Affairs (VA), NCO 23- St Cloud is requesting procurement information for Avigilon or Equal PIV Reader with Installation for the St Cloud VA Health Care System located in St Cloud MN. The VA is in search of SDVOSB/VOSB organizations that are capable of servicing the St Cloud VA Health Care System, St Cloud s need to procure the following: Requirements Access Control System with Installation Currently the St. Cloud VA Health Care System (STC VAHCS) has an existing Facility Commander WXN access control system that is no longer supported for software or repair parts. Requesting Avigilon Brand or Equal Requesting contractor to provide all equipment, licenses, software, hardware, installation, programming and training to upgrade the access control system. Requirements: A minimum of 128 Card Reader Licenses Hardware License Controller with 2-Door Interface (26 Each) 2-Door Controller Enclosure (26 Each) M2000 Replacement Controller (10 Each) M5 Communication Board (6 Each) M5 Controller CPU (6 Each) M5 2RP Replacement (9 Each) M5 8RP Replacement (2 Each) HID PIV Reader (35 Each) HID Wall Style PIV Reader (48 Each) HID Wall Style PIV Card/Keypad Reader (16 Each) Cable (may reuse some existing cable if applicable) Provide new controllers that fit into existing controller housing (W X H X D: 2-door: 9 X 10 X 3 ; 4-door: 14 X 14 X 3.5 ) Provide remote access to add and delete users Provide remote access to program timed access to lock and unlock doors Provide remote maintenance access to check status of controllers and readers Provide 100% browser-based system Provide more secured LINUX based operating system Incorporate ability to add licenses due to expansion project Provide capability to interface with Security Operations Center without the use of middle ware for a future project Provide ability to integrate with facility lock down by VA Police Replacement system needs to work with Federal Information Processing Standard (FIPS) 201 Government Personal Identity Verification (PIV) cards Installation, Programming and Training: Installation will comply with any and all state and Federal electrical requirements ICRA requirements must be met when working in public areas Installers must be Avigilon certified or equal manufacturer brand certified, depending on award and provide certification before work begins Contractor will replace all existing controllers and card readers throughout the facility, along with remote access for controlling and monitoring system from Building 3, Room 215A Contractor will add remote maintenance access for checking status of controllers and/or readers in Building 48, Room 214 Contractor will coordinate with Curtis Gregory to verify functionality of card access system in each building before proceeding to next location Contractor must coordinate with IT/Daniel Dillman for any networking/IP changes Contractor will program the new access system Upon completion of contract, contractor shall demonstrate and verify a proper and fully functional access control system with VA POC Contractor will remove all generated waste and dispose of any debris off-site Contractor will provide training for the new access system General Information: Contractor is responsible to provide all the labor, tools, parts, and equipment to provide fully functional, installed card access system at the St Cloud VA Healthcare System, 4801 Veterans Drive, St Cloud, MN 56303 Contractor is responsible for all costs for transportation, lodging, meals and other personal necessities for its employees and subcontractors (as applicable) Contractor is responsible for the shipping costs and logistics for all tools and equipment necessary for the performance of this contract A VA St. Cloud Contractor badge shall be worn by all Contractor employees while on premises.
