The Department of Veterans Affairs, Network Contracting Office 23, hereby provides notice of its intent to award a sole source, firm fixed price contract for a Telephone Service Agreement, base and four option periods, to Enventis Telecom. The contract is expected to be awarded under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year beginning 01/01/2020 through 12/31/2024. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Commercial for VHAFAR and CBOCs Consolidated Communications dba Enventis Telecom is the designated last mile service provider for LATA (Local Access Transport Area) for the geographic area encompassing the Fargo VA Health Care System and its Community Outpatient Based Clinics. Calls between the main campus, annex, and the Community Based Clinics and three Vet Centers remain within the bounds of the Consolidated Communications dba Enventis Telecom INTRALATA network.
